After two and a half years of institutional stalemate, the European Council of 21 and 22 June 2007 adopted a detailed mandate for an intergovernmental conference leading to the signature of the Lisbon Treaty on 13 December 2007, which entered into force on 1 December 2009. The actual procedure involves various stages of consultations aimed at achieving compromise between the positions of the two legislative chambers.
